The authorities ensure that there is space for creating new funds and there is such a need – the opposition has no doubts that this is only a place to provide work for its own and to extract money from the state budget. Material of the magazine “Polska i Świat”.
Since 2016, when the Law and Justice took over the government, a total of 35 new units of government administration have been created. – It is a state within a state. This is PiS’s enfranchisement of Poles’ property. There is no other way to describe it, believes Izabela Leszczyna from the Civic Coalition.
In turn, Jan Mosiński from Law and Justice admits that he does not know the statistics on the number of funds, associations or institutions. Data on the newly established units come from the Ministry of Finance – this is a response to an interpellation by Izabela Leszczyna.
According to Krzysztof Śmiszek from the Left, “establishing separate funds should be an exception dictated by some important social goal.” – Under PiS rule, this exception has become the rule – he notes.
Nine new special funds have already been planned in the Polish Lada, including the Ecology Fund and the Patriotic Fund. There are six new funds in the National Reconstruction Plan. – The main point is not to hire activists, activists’ families, to sign contracts and provide invoices – says Adam Szłapka from Nowoczesna.
“The fruits of the work of these institutions should be judged on them”
The rulers argue that the funds are to be used, inter alia, to implement the economic reconstruction plan or the strategy of overcoming the effects of a pandemic. The opposition, on the other hand, believes that their goal is completely different. – It is the creation of funds that are beyond social control – claims Krzysztof Śmiszek.
The experts of the Supreme Audit Office already in previous years pointed out not only to the increase in the number of funds, but also to how the method of their financing changes the image of the state budget. – I don’t think it is necessary to create new entities in order for us to use the Reconstruction Fund properly. The tasks of some of the announced funds coincide either with those that are already in operation or with other programs for the use of European money. This includes, for example, the National Revitalization Fund or the Modern Competences Fund. Although this is a problem related not only to special purpose funds, but also to a number of institutes established by PiS.
– The state is not to be cheap or expensive, very bureaucratic or little. The state must be effective. The fruits of the work of these institutions should be judged on them – points out Agnieszka Dziemianowicz-Bąk from the Left.
“There is no need to count zlotys for this noble cause”
For example, historical policy includes the Institute of National Thought Heritage, the National Institute of Freedom, the Polish National Foundation financed by State Treasury companies, the Ministry of Foreign Affairs and the Ministry of Culture. The Patriotic Fund is also to be separated.
– The Polish National Foundation is a foundation that was supposed to care for the good name of Poland, and in fact it is a foundation that generates crises. Crises due to the scams it leads – comments Adam Szłapka.
The opposition points out that money goes to political goals instead of social goals. From its establishment in 2016 to the end of 2019, the Polish National Foundation spent over a quarter of a billion zlotys. In the years 2018-2020, the National Institute of Freedom allocated PLN 422 million to subsidies for non-governmental organizations. The Patriotic Fund is an additional PLN 30 million.
– There is no point in counting zlotys for this noble cause, because historical truth, our truth, Polish history, and its creation outside the country is in the interest of all of us – says Jan Mosiński.
