Since 2016, the government of the United Right has created a total of 35 new institutes, funds and agencies, according to information from the Ministry of Finance. The cost of their operation is calculated in millions of zlotys. “New funds and agencies are budding in public finances. I think we have already surpassed the Polish People’s Republic in the number of budgetary units” – said Sławomir Dudek, chief economist of the Civic Development Forum.
An appeal to Prime Minister Mateusz Morawiecki on the operating costs of institutes, funds and agencies established by PiS was submitted by Izabela Leszczyna, a member of the Civic Coalition.
“Since 2016, we have been dealing with an ever-increasing number of new public sector units (institutes, funds, agencies, etc.). As for the purposefulness of establishing most of them, including the De Republica Institute, the National Thought Heritage Institute or the National Institute of Culture and Heritage of the Village, public opinion has a number of doubts and reservations “- pointed out Leszczyna.
The KO deputy asked what the operating costs of the units were.
Sebastian Skuza, deputy head of the Ministry of Finance, replied on behalf of the Minister of Finance. The information provided by Skuza shows that since 2016, 35 government administration units have been established. In total, the list of public finance sector entities includes approximately 45,000 entities.
Among the newly created units are, among others budgetary units such as the University of Justice, the Institute of Economic and Financial Expertise in Łódź, the State Commission for investigating cases of actions against sexual freedom and decency against a minor under the age of 15 and the Office of the State Commission for investigating cases of actions against sexual freedom and decency towards a minor under the age of 15, De Republica Institute and the Ombudsman for Small and Medium-sized Enterprises.
In addition, the list includes state cultural institutions: the Museum of Cursed Soldiers and Political Prisoners of the People’s Republic of Poland, the Institute of Rural Culture and Heritage, as well as the National Thought Heritage Institute.
Skuza wrote that University of Justice was established by the Minister of Justice on August 31, 2018. Initially, it was called the College of Criminology and Penitentiary Studies in Warsaw.
In 2019, the cost of its operation exceeded PLN 5.8 million, including PLN 3.7 million in salaries. Last year, the operating cost increased to approx. PLN 27 million, including the cost of salaries to PLN 16.6 million. Even more is to be absorbed by the functioning of the school this year. This cost is to increase to PLN 30.5 million, including the cost of salaries to PLN 19.4 million.
State Commission for the Investigation of Cases of Activities Against Sexual Liberty and Decency Against Minors under the Age of 15 was established in 2019. The deputy minister recalled that according to the Regulatory Impact Assessment attached to the act establishing the commission, the cost of operation in the first year of operation was to amount to PLN 8 million. In the following years, it was to increase to PLN 12 million. “Expenditure on salaries is planned in the amount of approximately PLN 1 million for members of the Commission and approximately PLN 4.65 million for employees of the Office” – we read.
Spokesman for Small and Medium Enterprises was created in April 2018. The cost of operating the Office of the Ombudsman for SMEs in 2018 amounted to PLN 1.6 million, including PLN 504 thousand. PLN were the costs of remuneration. In 2019, the first full year of operation of the SME Ombudsman, the costs amounted to PLN 8.2 million and PLN 3.7 million, respectively.
Last year, the cost of operation increased to PLN 12.5 million, including the cost of salaries to nearly PLN 7.4 million. This year, the operating costs of the Ombudsman for SMEs are to increase to PLN 12.7 million. Remuneration costs are to be lower than a year ago – nearly PLN 6.7 million.
Sebastian Skuza recalled that Museum of the Cursed Soldiers and Political Prisoners of the People’s Republic of Poland was established in April 2016. “Initially, it operated within the organizational structure of the Central Board of the Prison Service. It was separated in the Budget Act in 2020. The supervision over the Museum is carried out by the minister responsible for culture and national heritage,” said the Deputy Minister of Finance.
The costs of operating the museum in 2020 amounted to nearly PLN 4 million, the costs of remuneration accounted for over half of this amount – PLN 2.6 million. This year, the cost of operating the museum is to increase to nearly PLN 7 million.
Institute of Rural Culture and Heritage was established in October 2019. It is supervised by the Minister of Agriculture and Rural Development. In 2019, the Institute’s operating costs exceeded PLN 1.6 million, including PLN 503 thousand. wages were consumed.
Last year, the operating cost increased to PLN 7.7 million, including PLN 4.7 million for salaries. In 2021, the cost related to the Institute of Rural Culture and Heritage is to amount to nearly PLN 11 million. Similarly to last year, nearly PLN 4.7 million is to be allocated to salaries.
Skuza did not provide the operating costs of: the De Republica Institute, the Institute of Economic and Financial Expertise in Łódź and the Institute of National Thought Heritage.
