The head of the Ministry of Infrastructure, Andrzej Adamczyk, presenting information on the state of preparations for a possible flood wave in Poland, argued that “the PiS government cares for the safety of Poles”. Maciej Wąsik, the deputy head of the Ministry of Interior and Administration, announced that the services were able to raise flood embankments by half a meter over a length of 80 kilometers. The opposition has a different opinion. – How is it that under the rule of the Civic Platform, 1,300 kilometers of flood embankments could be built and renovated in five years, and 120 kilometers for yours? – wondered Marcin Kierwiński from the Civic Coalition.
The Minister of Infrastructure Andrzej Adamczyk, presenting in the Sejm information on the state of preparations for a possible flood wave in Poland, said that the institutions subordinate to the government operate 24 hours a day “continuously monitoring flood situations in every region of the country”.
He indicated that there are 52 reservoirs across the country that are important for flood protection. He added that 41 of them are administered by the State Water Holding Polish Waters, and in the remaining cases the government cooperates with reservoir managers. – Winter flood protection focuses on monitoring ice phenomena on rivers and conducting icebreaking operations on the Western Odra, Dąbie Lake, Warta, Noteć, Lower Vistula and Włocławek Reservoir – he said.
Andrzej Adamczyk pointed out that the icebreaking action on the Odra River began on February 15, and two days later, German partners joined the action. – A total of 13 icebreakers were working, including 7 Polish – he said. He added that the icebreaking action on the Vistula was more engaging. As he noted, icebreakers have been working there continuously since February 17. He emphasized that the employees of Polish Waters were in constant contact with local government officials from Płock and the Płock poviat.

The deputy head of the Ministry of Interior and Administration, Maciej Wąsik, informed that the main instrument owned by the Ministry of Interior and Administration is the National Rescue and Fire-Fighting System – 503 rescue and firefighting units operating under poviat or city headquarters. He also pointed out that within the Central Operational Reserve, which includes tactical, logistic and training divisions and subunits, 27 special companies may be commissioned to act in connection with the flood.
– This is a total of about 700 rescuers, 280 vehicles, 96 boats, 64 high-capacity pumps, 60 low-capacity pumps, 28 power generators, 22 flood protection containers with dams for lifting the crown of flood embankments – enumerated the deputy head of the Ministry of Interior and Administration. He added that currently the services are able to raise flood embankments over a length of 80 kilometers by half a meter.
He stressed that the government had a so-called disaster reserve if it was necessary to cover losses resulting from floods. – We have secured PLN 1.1 billion for this purpose, of which PLN 900 million is intended for flood protection projects, there is also money for possible benefits – he said.

In turn, according to the member of the Civic Coalition, Marcin Kierwiński, “the minister of infrastructure, Andrzej Adamczyk, read accurately what was written to him, but it has nothing to do with reality”. – How is it that for five years the embankments cannot be renovated at all? How is it that under the rule of the Civic Platform, 1,300 kilometers of flood embankments could be built and renovated in five years, and 120 kilometers for yours? He wondered. – You can conjure reality endlessly, but please go to Płock – Kierwiński turned to Adamczyk.
Arkadiusz Iwaniak, deputy of the Left, assessed that “the events in Płock illustrate the sloppiness of the PiS government”. – There is no money to protect the inhabitants against floods, but a lot of money goes to Toruń. There is money for that – said Iwaniak. In his opinion, “if it were not for the dedication of all services or residents in the endangered areas, dramatic situations would have occurred.
Piotr Zgorzelski (Polish Coalition) stressed that “while he accepted the report of the deputy head of the Ministry of Interior and Administration Maciej Wąsik and the deputy head of the Ministry of National Defense, Wojciech Skurkiewicz, he regrets that he did not refrain from introducing a political thread until Minister Adamczyk’s speech”. According to him, “the only recipe is to ensure the safety of the inhabitants of the Vistula communes, that is, among other things, to regulate the river bed”. He stated that he is a supporter of “the decentralization of flood prevention tools”. – Polish Waters are such a tool in your hands. Meanwhile, the control of the Supreme Audit Office leaves no illusions that the process of creating and organizing Polish Waters took place without sufficient financial resources and qualified employees – said the Polish Coalition MP.
