The basis for reaching for funds from the Reconstruction Fund is the National Reconstruction Plan. Such a document must be prepared by each member state and presented to the European Commission. The Council of Ministers adopted the KPO on Friday 30 April. On Monday, the document describing how the money from the Reconstruction Fund was spent was officially handed over to the European Commission.

The mayor of Wrocław, Jacek Sutryk, spoke about the situation related to the Reconstruction Fund and the National Reconstruction Plan in “Fakty po Faktach” on TVN24.

“As a local government party, we expected a different way of working on this document”

– I keep my fingers crossed for Poland, because as a local government party we expected a different way of working on this document – declared Jacek Sutryk, referring to the National Reconstruction Plan. He stressed that “we are saying a definite ‘yes’ to European money”, but stipulated that “we are not satisfied with this consultation process and believe, contrary to the governmental side, that this document is not a complete document”.

He emphasized that “it is not about the satisfaction of local government officials, but about finding the best solutions for the residents”. Noting the importance of the provisions contained in the National Reconstruction Plan, he said that “this is a document that will set the directions for development after this great pandemic”. He added that, in his opinion, representatives of the government side should listen to the demands of local government officials, because “there is still time to work on this document”. As he said, the proposals from the local authorities regarding the KPO “are not political corrections, they are corrections which are to help find even better solutions for entrepreneurs, for local government officials”.

– I strongly believe that at the Senate level they will also be approved by the government – added the President of Wrocław.
