Warsaw. Changes in the rules of renting municipal premises

The Warsaw Council almost unanimously voted to change the rules for renting municipal premises. It is about priority in applying for such a place or increasing the size criterion. It will be easier to get an apartment for those who have been paying tax in the capital city for five years or for people with significant disabilities.

In line with the changes, from July 1, income in the field of housing assistance, i.e. housing allowances, rent reductions for tenants, applying for assistance in the form of council housing or TBS (Social Housing Association) resources, will be defined as net income. – We introduced changes so as not to change the income criteria for access to housing. The statutory definition has changed, so we had to adapt our regulations to it, explained the vice-president of Warsaw, Aldona Machnowska-Góra.

The city will also increase the so-called criterion of living conditions by three square meters for a single-person household and by one square meter per person for other households.

The rules of priority when applying for premises from the city’s resources will also change. More points will be awarded to, among others, people who have been settling tax in Warsaw for five years or people with significant disabilities. New rules of priority will also be introduced for, inter alia, people who have reached the age of 60 or leaving the prison.

53 councilors voted in favor of the resolution, and two abstained from voting.

Adaptation of regulations to statutes

– It is partly a revision resolution. We had to undertake it due to statutory changes that changed the definition of income. We had to get the provisions of our resolution to amend the laws that took place in December last year. At the same time, for the last year we have been observing the functioning of the lease act and, based on the analyzes of what we have come from the housing stock and what we have heard from tenants’ organizations, some amendments were introduced, including a change in the size criterion – said Magdalena Muchowska, director of the Policy Office Local.

She noted that the resolution was consulted with the Industry Social Dialogue Commission. – We received a positive opinion with comments. These comments included those concerning the size criterion, a slight increase in the income criterion for social housing, as well as reducing the weight by points for individual groups, among others for people leaving prisons – explained Muchowska.
